Create accessible government forms – without Adobe Reader for your citizens

Make your government forms fillable directly in the browser. Formwaro turns existing PDF templates into responsive, accessible HTML forms. Citizens need neither Adobe Acrobat Reader nor an extra app to fill them in. A PDF result is kept for your further processing.

When a government form first needs a PDF reader

Citizens have to download documents, find a suitable application and then save or submit the completed form. Advanced functions of certain PDF forms are supported differently depending on the PDF viewer. On small displays, a rigid page layout makes use harder.

Missing field labels, an unfavourable reading order or unclear error messages can create additional barriers.

PDF forms can be designed to be accessible. A responsive HTML form, however, offers a different route: the form is filled in directly on the website.

Typical PDF problems and quick fixes at a glance

Your PDF template becomes an online form

  1. 01

The authority sends its blank PDF template.

  2. 02

Formwaro agrees fields, required entries, calculations and validation rules.

  3. 03

The template is built as a responsive HTML form.

  4. 04

Citizens fill in the form directly in the browser.

  5. 05

The entries produce a PDF result for the agreed further process.

Existing PDF templates serve as the starting point. Formwaro builds the form personally; it is not an automatic instant conversion.

New forms can also be built on the basis of agreed requirements. Formwaro is an implementation service, not a self-service form builder.

What makes an online form accessible

These features are requirements for building your form:

  • Labels clearly linked to their input fields
  • Fully operable with the keyboard
  • Visible keyboard focus
  • Sensible order and clear grouping of fields
  • Clear notes on required fields and input formats
  • Error messages that explain the problem and how to fix it
  • Sufficient contrast and scalability
  • Information not conveyed by colour alone
  • Usable with screen readers
  • Responsive display for different screen sizes

HTML alone does not guarantee accessibility. Design, technical implementation and testing of the specific form are what matter. WCAG serves as the professional benchmark; no unverified certification or blanket legal compliance is claimed.

Fill in online – still receive a PDF

Your citizens use a browser-based form. Your administration still receives a PDF document in the agreed structure.

Accessible and responsive data entry.

PDF/UA-1

Requirements for the accessibility of the PDF result.

PDF/A-1a

Requirements for a PDF result intended for long-term archiving.

PDF/UA-1 and PDF/A-1a are agreed, implemented and checked separately according to the project requirements. If both are needed, the result must be checked against both.

Conversion alone does not create automatic conformity. Acceptance by authorities, signatures and submission routes depend on the specific procedure and are agreed with the receiving body.
